It looks like some unfortunate Drzyr didn't follow all of the safety precautions before firing up a Gravitonic Load Lifter. The clearly disastrous result is this downed cargo ship, but their horrific loss is your gain!
NOTE: You'll need the Navigator's Helmet to complete the objective at Titan's Reach. If you don't have it, you can find it in the Extraction Hub injectable on N'Erud.
