Required by Rigs at Ward 13 to upgrade weapons to their maximum level and by Wallace at Ward 13 to upgrade relic charges.

There are several ways to obtain Simulacrum:

In Campaign and Adventure modes, each biome contains one Simulacrum.
Reward for defeating world bosses on Apocalypse difficulty.
Reward for winning in Buss Rush mode.
Cass at Ward 13 offers for sale exactly one Simulacrum per character.
